2024 Town Wide Goals
In April - June 2024, the Town Council met with Town departments, board, and committees to provide the Town Council with their respective goals. The Town Council heard presentations from Town Departments on April 15, 2024. Boards and Committees presented their goals to the Town Council on April 29, 2024.
On May 20, 2024, the Town Council deliberated on their official Town Council goals and adopted Town Council Resolution (2024-15) outlining their goals on June 17, 2024. Please see the below goals, videos, and presentations for more context of the Town wide goals.
Town Council Adopted Goals (Adopted 6-17-24)

- Fiscal Responsibility and Budget Management
- Objective: Ensure that the 2025 spending increase is responsibly managed by tying it to the Consumer Price Index (CPI) for the past year, plus any increase in debt service. This approach will help maintain financial stability and accountability, ensuring that spending growth aligns with inflation and necessary debt obligations while avoiding unnecessary budgetary expansion.
- Enhancing Operational Efficiency and Digital Transformation
- Objectives:
- Streamline processes across all departments by adopting digital solutions (e.g., online permitting for the Fire Department, digital packet distribution for Community Development and Planning).
- Improve talent acquisition, onboarding, and employee engagement through automation and better HR practices.
- Upgrade and optimize financial management and other administrative software to increase productivity and accuracy.

- Objectives:
- Increase community interaction and participation through events, improved communication channels, and public education initiatives (e.g., large family-friendly events, SCTV lecture series, ethics trainings).
- Foster partnerships with local organizations and community groups to enhance recreational and developmental projects (e.g., pollinator plantings with the Garden Club, outreach by the Communications Committee).
- Develop and promote a comprehensive Master Plan that aligns with community needs and future growth prospects.

- Objectives:
- Develop and implement strategic facility and infrastructure plans to support future growth and improve safety (e.g., Depot Village Master Plan, strategic facility plans for municipal buildings).
- Address and mitigate safety hazards and ensure compliance with accessibility standards in public spaces (e.g., ADA/ABA compliance at Hedgehog Park, replacing signage for compliance).
- Update and maintain essential public safety equipment and facilities (e.g., new service firearms and tasers for the Police Department, updated facilities for the Fire Department).

- Environmental Sustainability and Conservation
- Objectives:
- Promote and implement environmental conservation projects to enhance the natural resources and beauty of the town (e.g., Bill Valentine Park improvements, Town Forest pollinator plantings).
- Update and enforce regulations to protect the town’s wetlands and other natural habitats (e.g., updating the Wetland Ordinance).
- Support sustainable infrastructure development and the use of green technologies in town projects (e.g., sustainable planning for the Bike Ped Corridor, asset management programs in Municipal Services).

DEPARTMENT Goals

Assessing Department Goals for 2024:
Hire a full-time Chief Assessor by the end of 2024
Hire a full-time Commercial Appraiser by early 2025
Community Development and Planning Department Goals for 2024:
Ensure 75% compliance with code enforcement complaints and continue educational opportunities as a part of the remediation / complaint process
Move municipal land use boards and other committees towards digital only packet distribution by March 2025
Continue to roll asset management programs and custom GIS solutions to various Town departments
Explore, identify, and implement planning and grant opportunities for recreational amenities and projects such as the Depot Master Plan, Salem Bike-Ped Corridor Phase 7, Hedgehog Phase 1 and 2 improvements, and the undeveloped Millville Lake parcel, etc
Establishment of a Design / Technical Review staff group by September 2024 to coordinate with land use board items; improve inter-departmental communication and review of upcoming applications and projects; and to create a more streamlined and predictable process for developers
Develop a list of community partners and establish an annual program by March 2025 for eligible Community Development Block Grants (CDBG) which would assist in developing community public facilities and housing projects in Salem
Community Services Department Goals for 2024:
Explore possibilities at the Millville and Dibenedetto properties for recreational use
Develop an Emergency Action Plan (EAP) for the Ingram Senior Center
Develop one large family friendly event

Move Finance Department into one section of Town Hall

Inventory and replace signage for compliance as a part of Street Sign Program
Develop a formal Depot Banner Program
Continue former wastewater treatment facility site development
Water extension engineering - Complete strategic placement of large water capital projects into CIP for future years
Police Department Goals for 2024:
Manage and successfully relocate the Police Department while maintaining professional and efficient law enforcement services
Increase recruitment of qualified candidates and retention of staff
Replace the record management system
Update service firearms issued to sworn officers
Begin upgrade and update of department-issued tasers
Salem Community Television (SCTV) Goals for 2024:
Establish a staff professional development program
Expand interaction with Town departments
Create new SCTV lecture series in conjunction with the 275th anniversary in 2025
Find local Salem podcasts and have them submit shows for programming
Increase volunteers
Tax Collector's Office Goals for 2024:
New software for tax payment / invoice generation
Public computers in the downstairs space
Town Manager's Office Goals for 2024:
Improve the Town's reputation from the outside
Improve the Town's image from the inside
Improve Economic Development within the community
Enhance transparency and accountability through the development of improved Right to Know policies and procedures, including the handling of sealed minutes by the Town Council
Enhance organizational efficiency and effectiveness through review and optimization of department structures and staffing in the Town of Salem

Communications Committee Goals for 2024:
Increase organic visits to Town Hall Times and Town website via Search Engine Optimization (SEO) by 20% by March 2025
2025 Update: Graphs have been provided showing that access to the town website has decreased considerably. This could be due to last year being an election year (voters doing their homework). This shows that more work needs to be done with the Google algorithms to have a higher presence on searches.
Grow the Town Hall Times website email list to 1,000 subscribers by March 2025
2025 Update: We have gone from just under 500 subscribers to over 520.
Establish an effort to reach out to all applicable Town boards and committees and 5 outside organizations by March 2025
2025 Update: We had planned to meet with each board and committee, but this idea was squelched.

Conservation Commission Goals for 2024:
Complete Bill Valentine Park improvements by November 30, 2024
2025 Update:
Waiting on DPWs availability to remove the chain-link fence
New kiosk with 2025 SMART goals

2025 Update: On May 22, 2025, the Salem Friendship & Garden Club completed the plantings and other enhancements.
Update the Town's Wetland Ordinance by March 31, 2025
2025 Update; The Commission had decided once the Ad hoc Committee was formed and went through the Wetland Ordinances it seemed comparable to others in the area and didn’t need much of an update.

Depot Village Advisory Committee (DVAC) Goals for 2024:
Develop and administer an RFQ for Master Plan for the Depot Village
2025 Update: Completed
Complete the front leg of the Depot portion of the Salem Bike Ped Corridor (Rail Trail) (Phase 4)

Ethics Committee Goals for 2024:
Set up framework for processing ethics complaints

Ethics Committee 2024 Goals Memo
Historic District Commission Goals for 2024:
Update rules, regulations, responsibilities, permitted uses, and structure of the Commission
Review how the Commission interacts with the community to maintain the historic nature of the District
Understand the feasibility of a Heritage Commission in Salem
Update procedures, design guidelines, and documentation to help applicants navigate through the process
2025 Update:
With a mix of scheduled and special meetings to accommodate the residents of the District, the HDC met 7 times plus one site field visit to 292 Main St to inspect the original structure prior to decision to demolish.
292 Main Street - Mount Carmel Catholic Church - rebuilding of the property that aligns to the original structure that was deemed beyond restoration.
Original HDC rules on the books were established in the 1960's and consisted of 1 page narrative and 1-page district map. A goal in 2024 was to update the Commission Organizational Regulations. As a result, the HDC created an updated a 19 page draft copy which was submitted to the Planning Director on 7/16/2024.

Municipal Buildings Advisory Committee (MBAC) Goals for 2024:
Develop a Strategic Facility Plan for Town Council to review
Work with Fire Chief to analyze and redevelop the four phase plan for Fire Department buildings

Planning Board Goals for 2024:
Update Planning Board Rules of Procedure (bylaws) by September 2024
2025 Update: Revised Rules of Procedure were adopted on August 13, 2024.
Update School, Recreation, and Public Safety Impact Fee Schedule by January 2025
2025 Update: Update to impact fees remain on-going, the Board has retained this goal for 2025 with target to complete the project by January 2026.
Adopt comprehensive Master Plan update by March 2025
2025 Update: Comprehensive Master Plan adopted on April 23, 2025
Complete comprehensive zoning ordinance update, to ensure congruence with Master Plan outcomes, by December 2026
2025 Update: This goal has been retained by the Board – over $1 million in Housing Champion grants have been procured over the last year; the Board hopes that a portion of the award can be used to fund a comprehensive zoning ordinance update.

Police Department Building Committee Goal for 2024:
Set schedule for both the DPW and PD projects concurrently to meet the proposed demolition date of existing PD by March of 2025
No update was provided for 2025.

Recreation Advisory Committee Goals for 2024:
Identify and address the safety hazards as well as environmental issues at Hedgehog Park
2025 Update:
Skate Park - tear down and removal of equipment. (Completed)
Pavilion – demolish and removal of material/debris. (Completed)
Electrical – uncover all wires and ensure up to code for usage. (Delayed)
Plumbing – identify location of plumbing pipes and cap off for future use.
Aerators – locate and repair damaged aerators or replace them. (Currently only 4 aerators are working when compressor utilized. Need to get electricity installed. Exploring grant for new system)
Recommend and implement a broad spectrum of recreational activities across all age groups at Hedgehog Park
2025 Update:
Basketball Court – excavate identified location if required and install new court.
Shuffleboard Court – located within the Basketball Court area (Both the Basketball Court and Shuffleboard Court installed. Addition of stands and picnic table added)
Winter Sports Activities – provide availability for Cross Country Skiing and Snow Shoeing once trails are accessible. (see Goal #3)
Ice Skating and Ice Fishing when pond is safe.
Meet the ADA / ABA Handicap Accessibility requirements at Hedgehog Park
2025 Update:
Trail – design and install around Hedgehog Park that meets the ADA/ABA Handicap Accessibility ACT. (Commence excavation and completion in Spring of 2026).
Designate accessible shade structures, meditation areas, and fishing areas. (Determine in conjunction with Trail)
Walking Club Programs – establish programs identified by the Special Olympics. (Establish upon completion of Trail).
Develop Community Events utilizing the facilities at Hedgehog Park
2025 Update:

Zoning Board of Adjustment Goal for 2024:
Updating Zoning Board of Adjustment Rules of Procedure (bylaws) by September 2024
2025 Update: Revisions to the Rules of Procedure have been drafted, including correcting two references from “Board of Selectmen” to “Town Council” and revisions to notification requirements, to assist in ensuring the maximum possible notice of Zoning Board applications and actions. The Rules of Procedures were last amended in 2022, and the Board has retained the goal of adopting revisions for 2025, with a revised target of July 2025.
