Posting Guidelines
I. PURPOSE
The purpose of these posting guidelines is to provide guidance and direction to Town staff posting articles to the Salem Town Hall Times (news.salemnh.gov).
The mission of the Salem Town Hall Times is to make public information easily accessible and to encourage Salem residents to get involved in their local government and community.
A. Designation
The Salem Town Hall Times serves as an aggregate for Town press releases, community news and happenings, public meetings / hearings, and other pertinent information. Articles on the website are available to readers at no cost.
B. Administration
Operation and maintenance of the Salem Town Hall Times, including oversight of policies and procedures, are overseen by the Salem Town Manager’s Office and are assisted by the Community Development Department.
II. CONTENT GUIDELINES
Content shall generally be limited to serve municipal / community information and dissemination of press releases from local non-profit organizations, volunteer groups, common collaborators (i.e. Southern New Hampshire Chamber of Commerce, Salem School District, etc.), and the State of New Hampshire.
A. The following types of acceptable content include, but are not limited to:
- Municipal government news
- Community news and events
- For businesses: grand openings, re-openings, significant anniversaries, and ribbon cutting ceremonies
- Content from local, regional, state, or federal government agencies
- Press releases from Salem-based nonprofit organizations and Town partners
B, The following types of prohibited content include, but is not limited to:
- Partisan or political messaging, except within the context of official public meetings
- Editorials and opinion articles
- Commercial or for-profit messaging and / or advertising, or fundraising requests
- Copyrighted material, unless proper clearances and permission has been obtained
- Articles from local press or other sources
- Content that promotes, fosters, or perpetuates discrimination on the basis of race, creed, color, national origin, age, religion, gender, sexual orientation, marital status, status with regard to public assistance, or physical or mental disability
- Sexual content or links to sexual content
- Conduct or encouragement of illegal activity
- Information that may tend to compromise the safety or security of the public or public systems
- Content that violates a legal interest of any other party
There shall be a publicly accessible mechanism, such as an online form (see above form), for members of the public to submit posting requests. However, the Town reserves the right to not accept any public posting request for any reason.
All published materials must comply with these guidelines and shall be at the sole discretion of Town staff.
III. AMENDMENTS
These guidelines established herein for the use of the Salem Town Hall Times may be amended as required at the sole discretion of the Town Manager.
The Town Manager shall promulgate such administrative procedures as are necessary to ensure the efficient and smooth operation of the Salem Town Hall Times in compliance with these guidelines.
