The Town of Salem retained BETA Group, Inc. (BETA) to provide pavement management services to better maintain the Town’s roadway network. The Town had previously conducted similar pavement condition assessments in 2012 and 2017. This comprehensive study was undertaken with the goal of establishing an extensive database of roadway surface conditions to produce a prioritized list of improvements. The Pavement Management Program (PMP) is a GIS centric planning tool intended to provide the foundation to manage the Town’s roadway resources in conjunction with local institutional knowledge. These efforts will ultimately aid the Town in the development of future capital improvement plans as well as budgeting scenarios to predict how the network Pavement Condition Index (PCI) will adjust in the future.
