Inspectional Services Division
Inspections
Inspectors are available from 8:30 to 9:30 am (permitting/counter hours) to discuss construction projects, answer questions, assist with permit applications, and for the issuance of permits. If you have technical questions and you are not able to come in during these permitting/counter hours, please email each inspector if Inspectional Services 603-890-2020 can not assist you.
When not in the office for counter hours, Inspectors are in the field performing inspections. To schedule an inspection, call the designated Inspection Line at 603-685-6415. Please listen to the message to understand how to call in your inspection request.
Electrical, plumbing, gas, and mechanical permit applications are accepted during our normal hours of operation (8:30 am to 5 pm). A copy of your license and photo identification will be required. Applicants are encouraged to ensure that any permit applications submitted outside of counter hours are complete and are accompanied by all necessary documents and information. Incomplete applications may delay permit issuance.
Building permits must be submitted during permitting/counter hours only so the Inspectors are able to have a conversation with you at that time.
Mission Statement
It is the mission of Inspectional Services, Building Safety Division to effectively and efficiently promote the life safety, health, and welfare of Salem's residents and visitors by ensuring that construction projects comply with the minimum requirements of the New Hampshire State Building Code and the Town of Salem Zoning Ordinance.
Background
The Bureau of Fire Prevention exists under authority as granted in Salem Municipal Code (SMC) Chapter 260, Fire Prevention. This local ordinance established a "Bureau of Fire Prevention" operating within the Salem Fire Department.
In 2016 the Town of Salem Building Department merged into the Salem Fire Department creating the Inspectional Services Division.
Responsibilities
The Bureau of Fire Prevention/Inspectional Services is responsible for all plans review (new construction and existing remodels), all construction, final inspections for Certificate of Occupancy, Change of Occupant, fire alarm and sprinkler system inspections, and conducting inspections in existing buildings. The Inspectional Services Division is also responsible for the review and approval of building, electrical, plumbing, gas, and mechanical permit applications and for the inspection of all work performed under such permits.
The Bureau of Fire Prevention determines the cause and origin of all fires occurring within the community. The Bureau, along with assigned detectives of the Salem Police Department and occasionally the New Hampshire Fire Marshal's Office investigates all suspicious fires.

Fire Education
The Bureau of Fire Prevention is also responsible for the Town's Public Fire Education Program. If you would like a fire official to speak to your group or association, please contact Dianne Emanuelson at 603-890-2209.
