Community Choice Aggregation (CCA) Program

The Town of Salem, NH and Freedom Energy Logistics (Freedom Energy) are pleased to announce that Salem has entered into an agreement with First Point Power to procure its first Community Choice Aggregation (CCA) contract. Starting in November 2025, Salem residents who were on default service (Liberty Utilities) will have the option to benefit from the Town’s CCA rate of $0.11180 per kilowatt hour (kWh).
In summer 2025, Liberty announced that its new default service rate for the winter will be $0.124 per kWh, effective from August 2025 - January 2026. With a rate of $0.11180 per kWh, the Salem Community Choice Aggregation program will provide an initial savings of roughly 10%, resulting in an estimated community savings of nearly $825,000 over the first three months.

Salem residents received notices in the mail in September and had 30 days to opt out of the new CCA program; those who did not opt out were automatically opted in to the program. However, any resident can still opt in or out at any time without fees or penalties. Those already using a third-party electricity supplier will not be impacted.
Salem aggregation customers will continue to be customers of Liberty for the delivery of their electricity, and any issue with metering, billing or a power outage should still be directed to Liberty Utilities. Aggregation customers will continue to be billed by Liberty.

Electric Aggregation Plan Adopted at 2025 Town Meeting
On March 11, 2025, the Town adopted the Community Choice Electric Aggregation Plan by over 83% of the vote. You can view the adopted, final Salem Electric Aggregation Plan here. The Town is launching a program in November 2025.

Adoption & Public Hearing #2 - December 2, 2024

Draft Electric Aggregation Plan Adopted by Energy Committee - September 30, 2024
At their September 30, 2024 meeting, the Energy Committee adopted the Draft Electric Aggregation Plan to send to the Town Council for review and consideration for a potential 2025 Town Meeting warrant article. Two public hearings will be conducted at the November 4 and December 2 Town Council meetings. The public may view the document by clicking the link above or on the sidebar. The approval of the Electric Aggregation Plan at Town Meeting would allow the Plan to be sent to review and approval by the NH Public Utilities Commission before any program launch.
